The American President has devised a plan to control terrorist activity and to destroy the infrastructure in Afghanistan under the rising threat of Al-Qaeda in Afghanistan and in the border regions of North-West Frontier Province including Swat of Pakistan.

1. Obama’s Plan for Afghanistan in the war against Terrorism for the safety of the people of the world:                                       

After taking the responsibility of the Presidency of the United States, the President Obama very successfully wined the heart of each and every Americans, black and white, the Party of his own or the Party in opposition. With Secretary of State Hillary Rodham Clinton at his side, President Barack Obama announces a new comprehensive new strategy for Afghanistan and Pakistan, Friday, March 27, 2009, in the Eisenhower Executive Office Building on the White House campus in Washington. With respect to Pakistan what had he said, is as follows: “A campaign against extremism will not succeed with bullets or bombs alone,” Obama says. “Al-Qaeda offers the people of Pakistan nothing but destruction. We stand for something different. So today, I am calling upon Congress to pass a bipartisan bill co-sponsored by John Kerry and Richard Lugar that authorizes $1.5 billion in direct support to the Pakistani people every year over the next five years — resources that will build schools, roads, and hospitals, and strengthen Pakistan’s democracy. The United States had launched its offensives in Afghanistan along with NATO Forces to dismantle the Al-Qaeda infrastructure. It is nearly eight years since 9/11; al-Qaeda and other extremist allies have moved across the border of Pakistan to the hilly region of North-West Frontier Province of Pakistan along with their leader Osama bin Laden and Ayman al-ZAwahiri. It is the mountainous Swat region acting as a safe haven to hide, to train terrorists, to plot attacks, and to send terrorists inside to carry out insurgency in Afghanistan.

2. Rising of Al-Qaeda will increase the degree of repetition of 9/11, a threat of loss of human life in the 21st civilized century.

 Many people, Obama says, want to know “what is our purpose in Afghanistan?” “So let me be clear,” Obama continues. “Al-Qaeda and its allies — the terrorists who planned and supported the 9/11 attacks — are in Pakistan and Afghanistan. Multiple intelligence estimates have warned that al-Qaeda is actively planning attacks on the U.S. homeland from its safe-haven in Pakistan. And if the Afghan government falls to the Taliban — or allows al-Qaeda to go unchallenged — that country will again be a base for terrorists who want to kill as many of our people as they possibly can.” “For the American people,” Obama says, the Afghan-Pakistan border has become “the most dangerous place in the world” because of the terrorists’ presence there. It is his greatness, in thought and activity, not only for the people of America but also for the people of the world. Now (March 28, 2009), he is in campaign to win the heart of all people of the Planet Earth. In connection with the G20 summit at Buckingham Palace, London on Wednesday, the world came together to fight back against the global recession. In the press conference Obama made it clear that he is the president of America, so his priority lies in the safety and security of the people of America and its economy as well. But he is equally concerns with the affairs of the world. He is convinced that globalization was in American’s best interest. He said “It is also my responsibility to lead America into recognizing that its interest, its fate, is tied up with the larger world”. Obama said if America neglected or abandoned poor countries, “not only are we depriving ourselves of potential opportunities for markets and economic growth, but ultimately that despair may turn to violence that turns on us”. “Unless we are concerned about the education of all children and not just our children, not only may we be depriving ourselves of the next great scientist who’s going to find the next new energy source that saves the planet, but we also may make people around the world much more vulnerable to anti-American propaganda”.

 3. The rising threat of terrorist is not only against America but against the world:

   The rising threat of terrorist attack should not considered as the problem of America alone rather it is an international problem, a problem of international security of the highest order. It is now established that terrorist attacks in London, Bali, North Africa, Middle East, Islamabad, Kabul and Mumbai were linked to al-Qaeda and its allies in Pakistan. The terrorist threat has destroyed the peace around the world endangering the safety of the people at home, in abroad or in transit. As the world Force is active in Afghanistan to fight against al-Qaeda, it becomes an obligatory responsibility of the world Force to look to the well fare of the Afghan people. Under no circumstances Afghan administration would be left to Taliban rule, which had already shown brutal governance, a paralyzed economy, and the denial of basic human rights to the Afghan people – especially women and girls. It is not that Afghanistan would be ruled under the cover of foreign force for all time to come. It must be administered by Afghan government under Afghan Force. It is highly appreciable that President Barrack Obama has already ordered for the deployment of 17,000 troops to Afghanistan to reduce and control the terrorist activity in Kabul and in the interior of Afghanistan. A massive scheme is also being undertaken to train up the Afghan Armed Forces for taking up administration. These are undoubtedly positive steps. But efforts for reconciliation must also continue along side for bringing permanent peace in the world. Time or circumstances or both changes the mind of human beings; a terrorist is after all a human being. His grievances also are to be looked into in consideration of the mind set of civilized society.

 4. The foresight of Pakistan is superior to India to think ahead for the future strategy of the country:

The President of America is determined to fight to finish the infrastructure of Al-Qaeda in Afghanistan for the future safety and security of United States bypassing the barer of distance and terrain region. The Indians were the worst suffers for terrorist attack since independence, what long term measure had India ever taken? No question of distance, Pakistan, Afghanistan or Bangladesh is the immediate neighbors of India. In Afghanistan when Soviet Forces left, the different local groups were engaged in fighting among themselves, while India remained as an observer instead of taking any active part for the future safety of India. The administration of Delhi should know if the unrest in Afghanistan would have continued, Pakistan would be a beneficiary to bring unrest in India. On the contrary, Pakistan took active part in the turmoil of neighbor country Afghanistan to install a government there favorable to the government of Pakistan. A friendly government in Afghanistan will increase the military strength of Pakistan when it could be able to increase its terrorist activity in Kashmir and the whole of India. 5. India is the worst victim of terrorist attack but America formed the consulting body consisting of US, Pakistan and Afghanistan only.

But fortune had turned around and the incident of 9/11 spoiled the Pakistan’s strategy. Had 9/11 not been happened, America would not attack Afghanistan. If Pakistan had succeeded in continuing with Taliban government in Afghanistan, it would have created an atmosphere in the region to snap away more territory of India. Now Pakistan is under compulsion to play the double role. Pakistan is an ally of US to fight against Taliban in Afghanistan but on the other Pakistanis are a friend and protector of Taliban. Knowing well the nexus between Pakistan administration and Taliban, America have formed a joint consulting body consisting of US, Pakistan and Afghanistan personals to carry out trilateral dialogue for intelligence sharing and military cooperation in the midst of Secretaries Clinton and Secretary Gates to fight against terrorism neglecting India while India was the worst victim of terrorist attack. It was because India has no base either in Afghanistan or in Iran, the western neighbor of Pakistan. Since seven years NATO and American Forces are fighting in Afghanistan for the control of Al-Qaeda while India remained a silent spectator. If Delhi administration had thought of the future safety and stability of India, it would not have remained in isolation. The increase of population and unemployment were going on beyond control in India. If India had properly utilized the unemployed youngsters for safety and security of India, it would have created a mighty military force to strength of five lakhs under American money to fight in Afghanistan. The existence of Indian Force in Afghanistan would definitely curtail the military power of Pakistan to threaten India for dire consequences in the event of strike at the terrorist training centers of Pakistan.
