Transparency has made definitions in the Philippines. It has pre-defined and new sets of characterization. There were lots of written and verbal recommendations. Counter-measures and know-hows are everywhere. Discussions and forums were made global. But, these were all words of lie, not actions of truth and authenticity.
Transparent is visible. It is see-through; you can’t hide anything from it. Transmission of data and information is usually possible. Thus, allowing the observer to be well-informed of the subject without using his other senses and placing himself on sight to experience the scenario. In some cases, it is used to keep things safe from harsh. These are physical properties of transparency. These properties fire up the real meaning of transparency that is open, communicable and accountable.
In local setting, Philippines adapts to global commitment on good leadership. This is corruption-free, balance, equal and conscientious leadership. This is bestowed and proven by the Philippine Constitution that comprised the policies and provisions of the government that supports its ultimate vision of economic sustainable development.
Be it pro or anti-administration, everyone constitutes different roles in Philippine Transparency. It is the role of those against the government to post evidences of graft and corruption. They are much liable to condemn and sue the government on its irregularities and illegalities. On the contrary, pro-administration has its role to speed up the worth of their votes. They have to find ways to justify a governance of accountability through imposing programs and strategies of economic development.
Transparency should not be held liable to public officials alone, it has to be entertained and applied by the general public as well. Philippine government responds to it on ways of putting down the other. Instead of supporting each other’s crafts especially those in the position, some of educated Filipino people focus more on the negative works done by individual. They are much likely to sue them with heavy loads of law. Shortcomings of the other seemed to be a privilege for them to get high through endearing promotion and subjective votes. These were all realities in the Philippines. This is how public officials play the game.
Now that we are into it, what initiations and moves have to be undertaken by the Philippine government in confronting the issue on transparency?
Answer is not policy making and implementation, not even Philippine Constitution amendments or charter change. It is not responded as well if we are to change leaders as frequent as possible, neither on suing public officials implicated and discourse. These were all done in Philippine History. It only solves the problem in temporal mode.
Alleviating the issue is a general concern. The government has to find ways of getting attention to empower its invites of support. Winning back trust is much harder than law making and implementation. Our motherland has been broken and needs to be healed.
It is more of showcasing our little ways of support. Self-discipline, in this consideration, has to be heightened. It has to be the vital role of citizenry. On the other hand, those in the positions have to know and understand their roles by their hearts not by their quirky minds. Devotion should be in placed, rather than selfish ambition of much higher positions. Most importantly, legislative and executive powers have to be managed adequately. By then, we could welcome transparency in the Philippines. Let it be now before it remains a vision and be an eternal dream forever.
