How can America and Australia who have signed the Kyoto agreement not reduce their amount of pollutants?

It’s all very well that we are trying to make the planet more Eco friendly by recycling waste and slowing down global warming but why do the british public have to be the losers in all this?

How are people who have a basic income going to pay for the increased costs from from these taxes like petrol, gas, electricity and other natural resources?

This is all hard to take especially when America is not prepared to reduce their damaging pollutants to any significant degree, making the Kyoto agreement ineffective. God bless America.
