House of Representatives (republican held) –> Senate (democrat)–>Obama(democrat)

So as you can see both sides need to agree before anything goes to Obama, he can then use his power of veto to stop anything he fucking wants. Obama is saying he will veto anything under a certain set of conditions, even if it passes through senate successfully. The republicans wont let anything that they dont like pass through the house. The republicans want harsh spending cuts and a freeze on tax rises introduced before they will let a motion pass that lets the country raise the amount of money it can borrow…
