Containment Policy
The author of the article argues that the containment policy used by former Presidents Harry Truman and Ronald Reagan against the Communist USSR should have been used against Iraq in the War on Terror. However this policy would not have worked for a couple of reasons. The first reason is the enemy was known during the Cold War and there were drawn boundaries where the enemy was located.
