A spokeswomen for Granholm said that while the administration “has an a resolute commitment to seek out and prosecute Medicaid fraud, “ the proposal to create an independent auditor raises “ serious legal questions” about the rights of Medicaid recipients and providers.

Cox defended the proposal , saying a related restructuring in New York, one of six states to make an independent auditor’s office, tripled the amount of improvement in a single year to $551 million.
